Your 2026 Election Guide: Why Santosh Sahoo Should Be Milpitas' Next Mayor

Milpitas stands at a crossroads. After years of leadership turnover, budget uncertainty, and a growing disconnect between City Hall and the people it serves, voters have a clear choice this November. One candidate offers a fresh, business-minded approach untainted by the dysfunction of the past: Santosh Sahoo for Mayor. This guide explains who Santosh Sahoo is, where he stands on the issues that matter most, and why he deserves your vote. For more information, visit votemilpitas.com.

About the Candidate

Who Is Santosh Sahoo?

Santosh Sahoo is a tech entrepreneur and political outsider who has spent his career solving complex problems in the private sector. According to the City of Milpitas' certified list of candidates, Sahoo is running for Mayor with the ballot designation “Tech Entrepreneur” and qualified for the ballot on August 10, 2026. As the Mercury News and East Bay Times note, Sahoo is a political outsider with a background in technology who is running against three other candidates for mayor.

Unlike his opponents—career politicians who have been part of Milpitas city government for years—Sahoo brings a fresh perspective and a proven track record of leadership in business, not bureaucracy. He is not beholden to the same political networks that have contributed to Milpitas' ongoing leadership struggles. Sahoo has said his candidacy offers a fresh start since his experience is in business rather than government.

Sahoo is a nonpartisan candidate, meaning he is accountable to Milpitas residents—not to a political party or special interest group. According to the City of Milpitas' official candidate contact list, his campaign website is votemilpitas.com, his email is [email protected], and his campaign phone number is 510-358-7677.

Why Sahoo

Why Vote for Santosh Sahoo?

01

End the Dysfunction at City Hall

Milpitas has cycled through six different people leading the city staff since 2019—a staggering level of turnover that has delayed key projects and eroded public trust. The first to resign was City Manager Julie Edmonds-Mares, who left with little explanation after less than two years in the position. Her successor Steve McHarris left in 2023 and later accused city leadership of unethical behavior in a failed lawsuit. More recently, interim city manager Deanna Santana resigned following an incident involving a councilmember accused of nearly violating the Brown Act—California's open meeting law. After a brief stint by Milpitas Police Chief Jared Hernandez, the city council appointed Willie Hopkins Jr. as the sixth city manager in seven years this May.

Santosh Sahoo is the only candidate willing to name this problem directly. He has called the turnover a symptom of “very significant dysfunctional leadership” and has said plainly:

“The people who are running (the city) right now, they have been part of the problem”

Career politicians have had years to address this. They haven't. Santosh Sahoo will bring a new approach.

02

Bring Fiscal Responsibility and Transparency

Milpitas faces a projected budget deficit of over $19 million by 2031, driven primarily by the rising costs of labor and benefits. That prediction followed an even gloomier financial outlook the year before, when the city forecasted a $28.5 million shortfall by 2030. The city has since cut costs and brought in new revenue—including a deal with electric vehicle manufacturer Rivian expected to bring $19 million to city coffers over the next eight years—but the structural deficit remains. A proposed business tax measure, Measure K, would add an estimated $3 million annually to the city's general fund if passed.

Sahoo has been straightforward about the city's financial picture. As the Mercury News reported, candidates for mayor and city council “disagreed over the nature of the city's fiscal troubles and how to best resolve them,” with Sahoo going further in his critiques than other candidates.

What he will do:

  • Conduct a full review of the city budget to identify waste and inefficiency
  • Increase transparency regarding how taxpayer money is spent
  • Pursue grants to bring outside funding into Milpitas

This is the approach of a businessman who understands how to manage an organization—not a politician who only knows how to talk about one.

03

He Is Not a Career Politician

Milpitas' mayoral race includes two sitting councilmembers and a perennial candidate who has run for mayor six times. These are the same people who have been in and around city government during the very period of dysfunction that now plagues Milpitas. As the Mercury News reported, “For those challenging the incumbent mayor and city council, the turnover in city staff was proof of the need for fresh leaders”.

Santosh Sahoo is different. He is a political outsider with real-world experience in technology and business. He has not spent years in city council chambers; he has spent his career building and leading organizations. That independence is exactly what Milpitas needs.

04

He Represents a New Generation of Leadership

Sahoo has brought “wild card” energy to the race. When he needed to gather 30 signatures from Milpitas voters to complete the nomination process, he didn't just rely on friends and political allies—he went directly to the people of Milpitas and did things differently. That grassroots approach reflects how he intends to govern: with energy, openness, and a willingness to challenge the status quo.

On the Issues

Santosh Sahoo on the Issues

Santosh Sahoo's approach to the key issues facing Milpitas
Issue Sahoo's Approach
City Leadership Turnover Bring fresh leadership untainted by past failures to address the cycle of dysfunction
Budget Deficit Full budget review, increased transparency, and pursuit of outside grants to help close the gap
Economic Development Support small businesses and streamline processes to attract revenue-generating businesses to Milpitas
Transparency Make city spending publicly accessible and understandable to residents
Accountability Hold city leadership to measurable standards and stop the blame game

The Choice Is Clear

The Choice Is Clear

Milpitas voters have a choice between more of the same and a genuinely new direction.

  • Carmen Montano (incumbent) has been mayor since 2022 and previously served on the city council. She dismissed criticism of the turnover, saying “No matter what, you're gonna go through different city managers until you get it right. It's just the norm when things don't work out”. Milpitas deserves a leader who doesn't accept dysfunction as “the norm.”

  • Hon Lien (councilmember) has been on the city council since 2022 and opted to challenge Montano rather than run for reelection for her council seat. While Lien has been vocal about turnover issues, she has been part of the city government during the very years of instability that now affect Milpitas' future.

  • Voltaire S. Montemayor is running for mayor for the sixth time and has never been elected to any position within the city government. He did not respond to requests for an interview from the Mercury News.

Santosh Sahoo is the only candidate who:

  • Has never been part of the dysfunction he is committed to addressing
  • Brings real business and technology leadership experience
  • Has the independence to challenge the status quo
  • Will prioritize transparency and accountability
